what can we do to prevent or reduce crimes

Although along with the development of the economic,the rate of the crimes is increasing and evolved into a serious social problem.How to reduce and prevent the crime?

firstly,we should improve the quality of the population
secondly,the goverment should take measures,including the the fund of the relif,working out a strict legal framework.
